My boyfriend wants to get a divorce but is trying to avoid lawyer fees?

But is there a way out of it and Where does he need to go it might be a little since its a bit complicated Shes an american citizen and he probably is not anymore since he will be divorcing her (Mexican) He lives out here and she lives in Deleware. I know there are forms to fill out and maybe somebody has had to go through this ordeal or knows what to do Thank you
